A, B and C categories
Foreign workers are classified by talent category, which drives the document requirements, the permitted term and whether expedited handling is available. The assessment uses education, years of experience, salary, shortage occupation and credit record.
| Category | Typical profile | Main test | Practical effect |
|---|---|---|---|
| A — high-end talent | Scientists, industry leaders, high-salary technical or managerial staff | Points threshold or recognised high-level talent status | Simplified documents, longer term, priority handling |
| B — professional talent | Bachelor's degree or above with relevant experience | Degree, experience, salary and job match | The most common category; full document set required |
| C — other | Short-term, seasonal or support roles | Meets specific temporary or special demand | Shorter term, limited scope |
Document list
- Passport personal details page and compliant photographs
- Highest degree certificate, notarised or legalised; overseas degrees normally need consular legalisation or an apostille
- Evidence of previous employment showing position and duration
- Criminal record certificate, legalised, and within the validity window the authorities accept
- Medical examination certificate from a recognised institution
- Employment contract or appointment letter stating position, salary and term
- Employer's business licence, credit code, tax and social insurance records
Most delays come from the criminal record certificate and degree legalisation, both of which are processed abroad and depend on local authorities and the Chinese embassy. Start them when you start the application, not after.
Sequence
- Employer registers and filesWork permit notification submitted through the foreign talent system.
- Notification issuedThe foreign national uses it to apply for a Z visa at a Chinese embassy or consulate.
- EntryEnter within the notification's validity; the purpose of entry must match the visa type.
- Permit cardMedical check and card issuance within the deadline after entry.
- Residence permitWork-type residence permit at exit-entry, aligned to the permit.
- Renewal and changeRenew before expiry; changing employer requires a permit change or cancellation and reapplication.
Dependants and pitfalls
Holders of a work-type residence permit can normally bring a spouse and children under 18, supported by notarised marriage and birth certificates. Parents are not usually covered by the dependant route and need advice on their specific situation.
- Entering on a tourist or business visa does not convert into work status; the application starts abroad
- Work permit and residence permit validity must overlap, with no gap
- Changing employer without a permit change is unlawful work for both sides
- Lost documents require a police report before replacement
